The congressman who represents that area thought it important that everyone knows that not all of the injuries were from gunfire, but rather a result of terrified kids fleeing from gunfire.

Many others wounded, but not all gun-related or life-threatening injuries, some from efforts to flee danger.

For people that are in a position of power who could actually try to do something about the problem rather than pretend they are doing something, I'd argue that there is.  It's a cop-out. A shirking of responsibility.
